Adoption of the Global Convention on the Recognition of Higher Education Qualifications

During the plenary session on 25 December 2019, the 40th Session of the UNESCO General Conference adopted the Global Convention on the Recognition of Higher Education Qualifications. The new Convention is the first UN convention to set universal principles for the recognition of higher education qualifications.

The Delegation of Ukraine actively participated in the drafting of the text of the Convention during the intergovernmental expert meetings that took place during 2018-2019 at the UNESCO Headquarters. Along with other Member States of the Organization, Ukraine supported the urgency and necessity to adopt the Global Convention on the Recognition of Higher Education Qualifications. The relevant Convention does not replace or repeat the regional conventions on the recognition of higher education qualifications, but should become an additional instrument for the recognition of academic degrees for more than 220 million students enrolled in institutions of higher education around the world. Ukrainian delegation also joined the work of the Education Commission within the framework of the 40th session of the General Conference. As a result of this meeting the final draft text of the Global Convention on the Recognition of Higher Education Qualifications was recommended to adopt to the General Conference.
