The decision was accepted on the basis of the Report of the Director-General of UNESCO, prepared jointly with the Ukrainian side, UNESCO's institutional partners, including the Office of the UN High Commissioner for Human Rights, the OSCE Representative on Freedom of the Media, ICOMOS and others. The report notes the marked deteriorating of human rights issues in the temporarily occupied Autonomous Republic of Crimea and the city of Sevastopol. The information provided demonstrates that the most vulnerable population groups - Crimean Tatars and Ukrainians - suffer from human rights violations (including those within UNESCO's competence) and are under significant pressure from the occupying authorities. Russia's actions significantly endanger freedom of expression, conscience and religion, the right to peaceful assembly and association, freedom of the media and access to information, linguistic and cultural rights, Ukrainian cultural and natural heritage. 

According to the decision, the Director-General of UNESCO has to submit the following report on the situation in the temporarily occupied Crimea and the results of the monitoring at the 212th session of the Executive Board. The decision is a further evidence of Ukraine's international support for its efforts to protect human rights, cultural and natural heritage on the temporarily occupied peninsula.

For reference: The adopted decision is the 12th decision of the UNESCO Executive Board to monitor the situation in the temporarily occupied Crimea. As part of this monitoring, UNESCO has already carried out a number of missions to study the situation in the fields of science, information and communication and has started monitoring in the field of education. The next step should be monitoring in the area of culture and cultural heritage.
